As Loy Henderson writes: "The inability of those of us in the State Department who had been given access to the series of telegrams regarding the German-Soviet political conversations and, in particular, to the telegram summarizing the contents of the secret protocol, to discuss the contents of these telegrams or even to mention their existence to persons to whom they had not circulated was a source of considerable embarrassment to us.
